Reevaluation
The Project Development and Environment (PD&E) reevaluation process is utilized by the Florida Department of Transportation (FDOT) to determine and document if any change has occurred in the social, economic or environmental setting surrounding the project since the approval of the original PD&E study, and to assure compliance with all applicable laws. This process, found in Part 1, Chapter 13, of FDOT's PD&E Manual, is being followed on the Suncoast Parkway 2 project. The reevaluation process is being used by the FDOT Turnpike Enterprise to document project compliance with all applicable Federal and State laws as well as to document and evaluate any changes that may have occurred since the approval of the 1998 Suncoast Parkway – Project 2 State Environmental Impact Report (SEIR). Reevaluations are required when significant time has elapsed between the environmental document approval date (in this case the 1998 SEIR) and the authorization date of the subsequent phase (i.e. design).
The reevaluation process also provides the mechanisms whereby commitments made by the Department as part of the original SEIR are updated, and their status given. All commitments made in the 1998 SEIR will be reviewed as part of the reevaluation process and will be incorporated into the appropriate elements of the project. Any new commitments or laws which may have come into effect since the approval of the 1998 SEIR will also be addressed in the reevaluation. As a result, the environmental documentation will be current regarding prevailing rules and regulations and any commitments on the project.
